Suqian has three counties: Shuyang, Siyang and Sihong County, plus Suyu District and Sucheng District. There are 67 towns (villages) and 28 street offices. In the July of 1996, at the beginning time of the establishment of the Suqian City, there are four counties and 124 towns and villages in the Suqian City. From 1996 to 2000, 51 villages were abolished and turned into towns. In the May of 2000, by the approval of the Provincial government, 15 villages and towns, 6 farms are turned into 4 streets offices. The number of government of town and villages decreased from 126 to 111.

In the June of 2001, under the reformation of rural taxation system, all the Village (neighborhood) committees below 2500 people are combined. The number of villages and towns decreased from 2299 to 1418, the removal rate was 38%. In the March of 2004, by the approval of the State Council, the Suyu County was turned into Suyu District. After the adjustment, Urban planning control areas are enlarged to 2108 square kilometers, the population was nearly 1.5 million.

In the July of 2005, by the approval of the Provincial Government, Shizi Town, Qi Xiong Town and Zhangji Town were incorporated into Shucheng Town. The Chengxiang Town and Laian Town of Siyang were incorporated into Zhongxing Town. At the same time, the Daxing neighborhood committee were merged into Zhongxing Town. Dalou Village and Chonggang Village, plus Wulijiang Farm were merged into Qingyang Town. In the July of 2013, by the approval of the Provincial Government, Shucheng Town was turned into Shucheng Street Office, Nanhu Street Office, Mengxi Street Office, Shizi Street Office, Zhangji Street Office and Qixiong Street Office.

In the November of 2014, by the approval of the provincial government, the Shunhe Town in Suyu District was abandoned and turned into Shunhe Street Office, Yuxin Street Office and Xiaxiang Street Office. In the December of 2017, by the approval of the provincial government, Shuangzhuang Town and Sankeshu Village were abandoned and established Shuangzhuang Street Office, Zhikou Street Office, Sankeshu Street Office and Huanghe Street Office of the Sucheng District. At the same time, Cangji Town, Zhenglou Town and Yanghe Town were abandoned and turned into new Yanghe Town. In the March of 2018, by the approval of the Provincial Government, the Huanghe Street Office were divided into Huanghe Street and Guchu Street Office. In the May of 2018, by the approval of the Provincial Government, Qingyang Town of Sihong County was divided into Qingyang Street Office, Chonggang Street Office and Dalou Street Office.

In the July of 2020, by the approval of the Provincial Government, the Zhongxing Town of Siyang County was abandoned and turned into Zhongxing Street Office, with 21 neighborhood committees of original Zhongxing Town. The Chengxiang Street Office was established with 14 neighborhood committees of original Zhongxing Town. The Baji Villages was abandoned and turned into Laian Street Office, with 18 neighborhood committees of original Baji Village and Zhongxing Town.  Sanzhuang village was abandoned and turned into Sanzhuang Town with 9 neighborhood committees of original Sanzhuang Town and Zhongxing Town. The Aiyuan Town and Liren Villages were abandoned and turned into new Aiyuan Town. The Gaodu Town and Luji Town were abandoned and turned into new Luji Town. Wangji Town and Nanliuji Town were abandoned and turned into new Wangji Town. The Chuancheng Town and Zhangjiawei Town were abandoned and turned into new Zhangjiawei Town. The Chuancheng Town and Zhangjiawei Town were abandoned and turned into new Chuancheng Town. 3 neighborhood committees of original Zhongxing Town were governed by Linhe Town.

The Shuangou Zhen, Sihe Village and Fengshan Village of Sihong County were abandoned and turned into the new Shuangou Town. The Jieji Town, Caomiao Village and Taiping Town were abandoned and established new Jieji Town. The Bancheng Town and Chenwei Village were abandoned and turned into new Bancheng Town, with original Bancheng Town, Chenwei Village and Bancheng Village and Malanghu Village. The Linhuai Town and Chengtou Village were abandoned and turned into new Linhuai Town, with original Linhuai Town, Chengtou Village and Linhuai Village and Erhe Village, Bianhe Village and Chenjuan Village. In the March of 2021, by the approval of Provincial Government, the Caiji Town of Suyu District was governed by Sucheng District. The Yangbei Town was abandoned and turned into Yangbei Street Office. The Longhe Town and Luowei Village were abandoned and turned into the new Longhe Town. The Tuyuan Village was abandoned and turned into Tuyuan Town.

The Luji Town of Suyu District was abandoned and turned into Luji Street Office. The Xiaodian Town and Jingtou Village were abandoned and turned into Xiaodian and Jingtou Street Office. The Lailong Town, Shiling Town and Baoan Village were abandoned and turned into new Lailong Town. The Daxing Town and Dingzui Town were abandoned and turned into new Daxing Town. The Zaohe Town and Huangdun Town were abandoned and turned into new Zaohe Town. The Zhangji Street and Dongxiaodian Village were abandoned and turned into new Zhangji Street Office. The Qianji Town and Zhangwei Village were abandoned and turned into new Qianji Town. The Tanggou Town and Zhouji Village were abandoned and turned into new Tanggou Town. The Hanshan Town and Guandun Village were abandoned and turned into new Hanshan Town. The Sangxu Town and Maowei Village were abandoned and turned into new Sangxu Town. The Lihuan Town and Tangjian Town were abandoned and turned into new Lihuan Town. The Gaoxu Town and Hudong Town were abandoned and turned into new Gaoxu Town. The Gengwei Town and Beidingji Village were abandoned and turned into new Gengwei Town. The Xianguan Town and Wanpi Village were abandoned and turned into new Xianguan Town. The Qingyi Lake Farm were governed by Qingyi Lake administrative area.
